AN E X C E L L E N T START F o r those w h o t o o k t h e t r o u b l e t o look, t h e City Draft D e v e l o p m e n t Plan 1980 h a s been available for public inspection in t h e c o r p o r a t i o n D o m i n i c k Street office w i n d o w s for s o m e m o n t h s n o w . Final objections a n d submissions have been received a n d t h e p l a n will shortly be a d o p t e d by the Borough Council as the s t a t u t o r y guide for G a l w a y ' s future. It is, in t h e m a i n , a n imaginative a n d far reaching d o c u m e n t covering every aspect of p l a n n i n g whether it concerns burial g r o u n d s , industry a n d petrol stations. T h e city p l a n n e r s a r e t o b e c o n g r a t u l a t e d o n arriving a t this p o i n t . It is over ten years since t h e B u c a n n o n Plan was first published, seven years since the C o r p o r a t i o n -- in a u n i q u e public relations exercise for t h e time -- presented the Plan a t a lively meeting in t h e G r e a t S o u t h e r n Hotel. T h e r e h a s been n u m e r o u s drafts, a d d i t i o n s a n d reviews before t h e final birth of this interesting d o c u m e n t . Naturally, different p e o p l e will be only concerned with their particular interest. H o u s e p u r c h a s e r s will be a n x i o u s t o k n o w such things as housing density, land availability a n d costs. T r a d e s people a n d industrialists will have their particular concerns, established residents will w o n d e r what is going t o h a p p e n in their areas. N o t h i n g d r a m a t i c is envisaged. Building land is a major problem b o t h in its availability, suitability a n d terrible cost. City boundries will be gradually pushed o u t ; b u t l a n d will n o t get cheaper. O n e a r e a where there is c o m m o n interest, however, is in the environmental d e v e l o p m e n t of t h e t o w n itself. M o s t people want t o live a n d w o r k in attractive s u r r o u n d i n g s a n d t h e plan is full of excellent ideas on P a r k s development, multi story car p a r k i n g , t h e outlawing of plastic illuminated signs, the creation of riverside walks a n d o t h e r attractive features. T h e r e is even encouragement for t h e p r o p o s a l by U . C . G . t o preserve t h e head a n d tail races of the fast flowing river C o r r i b t o generate electricty for heating a n d lighting in t h e old M c D o n a g h a n d P a l m e r mills recently a c q u i r e d b y t h e University for offices. Yet in reality h o w m u c h of this plan will emerge from t h e c o r p o r a t i o n offices. W i t h t h e present shortage of m o n e y g o o d will alone will n o t provide a single slice of t h e proverbial pie in t h e sky. In spite of t h e considerable interest in Old Galway m a n y people despair that a n y substantial r e c o n s t r u c t i o n will be d o n e . Small projects a r e being achieved, however. Quitely t h e old crane was re-erected at small crane recently. T h e Lynch W i n d o w h a s been most tastefully rebuilt a n d there a r e plans t o link with t h e N a t i o n a l Heritage T r u s t t o preserve the remaining t h a t c h e d cottage in the city. Hopefully these a r e small beginnings. F o r the bigger projects clubs, associations a n d individuals will have t o keep pressure o n councillors, s h o w t h e m t h a t we d o care a b o u t t h e city a n d that we see ourselves merely a s caretakers of a u n i q u e historical city for the generations t o c o m e . This plan is a n excellent starting point n o w lets get d o w n t o it. 111.15 Biology

LABOUR'S LEFT F O O T It remains t o b e seen if the new British L a b o u r Leader, Michael F o o t c a n unite his seriously divided p a r t y . T h e r e a r e s o m e w h o see his election as a m o v e t o " t h e left" a t a t i m e when m o s t of the w o r l d seems t o be going in the o t h e r direction. O n the other h a n d there a r e others w h o see the choice of M r . F o o t in preference t o M r . Healy as a n o t h e r step b y t h e main British opposition p a r t y t o prevent t h e "really radical left" from having their o w n way when t h e new type of electoral college comes into being in t h e new year a n d M r . T o n y Benn w o u l d be a possibility. , It is, in essence, a m a t t e r of " e x t r e m i s t " politics coming somewhat t o the fore in the main-stream of British political life. A n d while definitions a r e vague a n d general, t h e t r u t h is that M r s . T h a t c h e r ' s o w n extreme policies -- in the other direction -- have paved the way for conflict a n d for the statement of extreme positions by way of a L a b o u r reaction. Above a n d beyond all this of course is the issue of the next G e n e r a l Election. M r . Foot has been appointed t o heal t h e p a r t y w o u n d s if he can, b u t most of all, he will be expected t o lead his party back into G o v e r n m e n t . W h e t h e r he can d o s o remains to be seen. W e suspect t h a t in his efforts he m a y b e forced t o a b a n d o n some of his m o r e extreme Socialist rhetoric, j u s t a s M r . R o n a l d R e g a n is already g r a d u a t i n g t o w a r d s the centre-ground n o w t h a t t h e American dust h a s settled. P u t t i n g o u t t h e Tories is just a b o u t t h e only issue o n which there is full a g r e e m e n t in British L a b o u r a t the m o m e n t . If Mr. F o o t should stick t o his guns a n d win however there a r e aspects of his o u t l o o k which will have p r o f o u n d i m p o r t a n c e for u s . T h e E E C is o n e of these. If the U . K . actually opts o u t of the E E C c a n we afford t o remain in it? O r should we? N o b o d y gives t o o m u c h a t t e n t i o n t o such m a t t e r s i n Ireland a t t h e m o m e n t . It m a y be time we h a d some examples of extremist posterings in public ourselves. O n t h a t o t h e r very vital question, N o r t h e r n Ireland, we h a v e also reason t o be concerned. Michael F o o t m a y n o t claim, like J i m Caliaghan, t o have a n Irish grandfather, n o r like H a r o l d Wilson will he insist that m o r e Irish people vote for him in his constituency t h a n actually vote for t h e Irish Taoiseach in a n Irish constituency. But he h a s been a keen s t u d e n t of Ireland's long a n d sad history w h o generally seemed t o be o n t h e side of P a u l Rose a n d the C a m p a i g n for D e m o c r a c y in Ulster in the 1960s. W o u l d F o o t pull o u t a n d e n c o u r a e t h e Irish t o settle their o w n p r o b l e m s a m o n g s t themselves a s was o n c e s o boldly a d v o c a t e d b y H a r o l d Wilson in his IS year plan? P e r h a p s . But the reality is that British L a b o u r G o v e r n m e n t s have been big o n talk a n d less convincing o n promises where Ireland is concerned. Michael F o o t h a s placed it o n record that t h e most i m p o r t a n t development in t h e N o r t h in recent times was t h e decision t o send in British t r o o p s back in 1969. Twelve years later it h a s b e c o m e pretty obvious t h a t their stay h a s n o t been a t e m p o r a r y o n e , n o r indeed a very h a p p y o n e for all concerned. W o u l d Mr. F o o t c h a n g e this? W e c a n only wait a n d see.
