Pay by weight pilot scheme due for Knocknacarra by end of month
BY KERNAN ANDREWS The Galway City Council's pay by lift waste collection pilot scheme for Knocknacarra will start at the end of this month or early April by the latest. At present all householders pay a fixed refuse charge regardless of how much waste they dispose of each week. The pilot scheme in Knocknacarra will seek to alter that. Under the pilot scheme residents will be charged a flat rate which will be half the current charge. There will then be a charge levied for dealing with the waste in the green (dry recyclables) bin, brown (organic waste) bin, and grey (nonrecyclable waste) bin. Charges have yet to be fixed for each of the bins, although it is understood that one of the three bins may be dealt with at no charge. Critics of the scheme say it is not fully pay by weight yet. Charges are on a pay by lift basis. This means you pay for the number of bins you present for collection. If you present all three bins, you pay for all three, no matter what level of waste is in them. However, supporters of the scheme say it is designed to ensure that no one will pay more for waste charges then they are at the moment. It is hoped that if householders recycle as much waste as is possible, they may not need to present the grey bin for collection each week. There may only be a small amount of waste in the bin and enough room to take the next week's non-recyclable waste. This would reduce costs so the coucil is encouraging people to maximise recycling if they want their waste charges coming down. The council's pilot scheme is being carried out to allow the council to collect data and see if a scheme like this could be implemented across the city. The council is considering moving eventually to a pay by weight scheme where people will be charged on the amount of waste they produce each week. The less waste, the smaller the charge.
