T h e b a r was a really good environment to d o it in. I never got overheated, and I never found the air smoky. Maybe it means Bar Cuba has a better ventilation system than a gym, I don't know." The crowds gathered at 6pm o n Friday as he neared the end of his long run of 27 hours 12 minutes. Running over the two days resulted in a record distance of 150.60 miles, beating the existing record of 146.31 miles which was set by the Britain's Paul Shields in May of this year. At a city council meeting in May, t h e council m o v e d to b a n flyers a n d leaflets being handed out on the s t r e e t s , s a y i n g it c a u s e s serious litter pollution in the city centre. Under the Litter Pollution Act 1997, the local authority can prohibit the distribution of advertising material, such as various forms of flyers. City Councillors decided to support a c h a n g e to the bye-laws to ban "the d i s t r i b u t i o n of advertising material in a public place to the p u b l i c " within the council's administrative area. " T h e r e a r e other i n e x p e n s i v e means for community a n d non commercial organisations to publicise events," wrote Joe O ' N e i l l , t h e director of services for the environment, in his report to the council. " T h e bye-laws w o u l d also constitute an a d d i t i o n a l r e s o u r c e t o the e n f o r c e m e n t staff i n t h e fight against Utter." However, according to a number of local organisations this will have the effect of curtailing rights to democratic expression in t h e city. A n o t h e r b y e - l a w will prohibit public meetings o f m o r e than 100 people in public parks without the prior permission of the city council.
