COMMENT
T H E B O Y S IN B L U E It is o n l y right a n d p r o p e r that t h e r e s h o u l d h a v e b e e n rather elaborate celebrations recently to m a r k the 50th anniversary of the Garda Siochana. For the founding, growth a n d development of the boys in blue over the past half century has been one of the great success stories of the n e w Irish state in this century. The Gardai have, by any international standard, a proud record. When one considers the circumstances of their foundation and the special problems in the country at the t i m e -- t h e Civil War, the lack of a legal tradition, the traditional Irish resentment of any type of uniformed representative of law and order--their record of achievement and the general acceptance they have w o n from the public are even more praiseworthy. T h e Irish guard quickly established h i m s e l f as being an honest, upright, fair and dedicated upholder of the law and protector of people's rights a n d he has retained that i m a g e by and large. The Garda Siochana m a y not be as sophisticated a police force as that in s o m e other countries, but Irish conditions d o not d e m a n d highpowered major crime squads. Simple honest dedication suits our circumstances m u c h better. A b o v e all else, the Gardai have b e e n a n u n a r m e d police force; this, w e suggest, is the m o s t valuable l e g a c y t h e G a r d a i h a v e l e f t u s a f t e r 50 y e a r s . A n y departure from this approach, any attempt to "get tough," to adopt the police tactics of other m o r e violent societies which m a y present temporary pragmatic advantages in isolated cases, m u s t be resisted b y the public. In this w e feel the average G a r d a will agree. Our boys in blue must remain a Garda Siochana. This does not m e a n that there are not causes for complaints and that Irish guards do not have genuine grievances. They must be given the m o s t modern equipment and m e a n s of transport if they are to m a t c h the technological sophistication of s o m e of today's criminals. There must be a general i m p r o v e m e n t in living and working conditions. Indeed here in Galway, the Eglinton Street Barracks has been described recently by a doctor as "a delapidated old building lacking in all m o d e r n facilities." T h i s is a serious charge and one that should be rectified. Long hours of duty, in our cities in particular (where the G a r d a ' s b u r d e n is n o r m a l l y m u c h h e a v i e r t h a n i n the small country town, though this latter can also be boring and frustrating) should be phased out. Investi gations s h o u l d be undertaken to see w h i c h of the m a n y lesser, but t i m e consuming, tasks--traffic direction, census collection, dog licences, parking fines--which really are a waste o f a good Garda force's talent, could b e h i v e d off their list of duties, to e n a b l e t h e m to really get on with the job of major crime-fighting, and-- s o m e t h i n g which will b e c o m e increasingly important, we hope-- crime-prevention. T h e c o m p e t i t i o n , w h i c h is a n a n n u a l affair, is s p o n s o r e d by Gaeltarra Eireann. GODWIN PAINTING EXHIBITION Last week T e d and Phyllis Godwin, both Canadians, opened an exhibition of their paintings in the K e n n y G a l lery, Salthill. T h e paintings and drawings show a strong Celtic influence and many superb Corrib scenes a[ound w h e r e t h e G o d w i n s are l i v i n g at p r e s e n t in Greenfields, Headford. Co. Manager Austin Shar key officially opened the exhibition and said that h e was so impressed w i t h the fine s c e n i c p a i n t i n g s that t h e y w o u l d always influence h i m when he was considering future development in the county. Councillor Michael S m y t h , M a y o r o f G a l w a y , also spoke, s t a t i n g w h a t a s h a m e it w a s t h a t t h e r e is s o m u c h v i o l e n c e i n I r e l a n d at t h e present t i m e , w h e n l o o k i n g at t h e s e paintings o n e realises that: m a n was m a d e to create, n o t to destroy. GALWAY GAELTACHT UNITES Important steps towards the establishment of local democracy and a greater m e a s u r e of h o m e rule for people living in the Galway Gaeltacht w e r e taken at a meeting in Carraroe on T h u r s d a y , 15th June. T w o representatives from each parish council operating in t h e area c a m e t o g e t h e r a n d f o r m e d a joint committee, C o m h c h o i s t e na Gaeltachta, w h i c h will be able to speak c l e a r l y as t h e r e p r e s e n t a t i v e voice of the Galway Gael tacht. T h e n e w C o m h c h o i s t e will encourage a n d h e l p the parish councils and other development groups already at w o r k i n t h e g e n e r a l d e v e l o p m e n t o f t h e areas i n v o l v e d . T h i s m e a n s t h a t f o r t h e first t i m e C o n n e m a r a has a clear democratically elected voice w h i c h c a n s p e a k f o r all t h e people. T h e groups were invited to come together by Cumann Forbartha Chois Fharraige, Knock, whose dynamic sec retary Peadar M a c an I o m a i r e did t h e initial work. M r . M a c an Iomaire was elected Chair m a n of the new Comhchoiste. The following were also elected to a Standing C o m mittee. The importance of this e x e r c i s e i n l o c a l d e m o c r a c y is all t h e m o r e e v i d e n t i n v i e w o f the promised government plans to re-organise local government and to establish a

Gaeltacht Development Authority. Indeed the C o m h c h o i s t e is s t r o n g l y o f the o p i n i o n that work s h o u l d g o a h e a d at o n c e w i t h t h e e s t a b lishment of the Authority and that the proposals of the Gaeltarra/SFADCo report Gniomh don Ghaeltacht be implemented without delay. It has also expressed the view that the development powers and the functions of local g o v e r n m e n t in t h e G a e l tacht should be vested in o n e unified authority. T h e s e and other urgent p o i n t s o f p o l i c y are likely t o be pressed with a united voice w h e n the Gaeltacht c o m m i t tees have talks with the Parliamentary Secretary to t h e M i n i s t e r for t h e G a e l tacht, Mr. Michael Kitt T.D., in Carraroe, this T h u r s d a y (22 June) evening.
