Said Mr. Michael Higgins, Dog Warden: "Christmas is the wrong time to get pups as people are out a lot and unable to take care of them. People have to come back here twice before they get a dog which gives them time to rethink. "In March and April, a lot of people from all over the county come here with dogs they no longer want.
