No money has boon set aside by the City next year to compile a Register of Rented Accommodation. When Deputy Michael D. Higgins saw this as the City Council was review ing the Estimates for next year, he became red in the face with anger. He began in a calm manner. He politely asked the City Manager, Donal O'Donoghue, why was no allocation given to the Register. The unfortunate Mr. O'Donoghue replied that he was awaiting legal opinion on the question of whether the Corpor ation could undertake to do such a Register. Michael D. exploded ! He told the members that he had requested a legal opinions would have to be sought; and he never heard a further word. "I find it insulting", he said to a startled Mr. O'Donoghue, "to be told that legal advice is needed for something that I have already obtained advice on. I am not pleased to be told either, that legal advice is necessary before action can be taken on a democratic decision taken by Council. Mr. O'Donoghue explained that the 1966 Housing Act was the legal authority at present and it did not provide for the compilation of such a Register. The Mayor intervened and hoped that money would be available if the Corporation could p r o c e e d w i t h the Register. Legal Note: Councilor Bridie O'Flaherty asked that if the Deputy had previously requested this Register and had been told as far back as 1975 that legal opinion was being sought ... why was it taking so long ? Aid. John Mulholland had the answer. He told an amazed Council that "legal processes take a very long tune in this country".
