Council to vote on pilot waste scheme for Knocknacarra
BY KERNAN ANDREWS At the next meeting of the Galway City Council, councillors will be informed about and discuss the new Pay By Volume waste collection pilot scheme in Knocknacarra. Galway's waste management scheme has proved successful with 57 per cent of all household waste being recycled and/or composted in 2004. The Household Waste Management User Charges - Pilot Project report notes that Galwegians have "fully embraced" the recycling scheme but the flat charge for the service has led customers to ask why they are not seeing some financial benefit. One complaint is that people who produce the least amount of waste should not have to pay the same as those who produce large amounts of waste. "Single occupancy households," the report reads, " are asking why they should pay the same flat rate as multiple occupancy households." As a result the council will introduce this Pay By Volume pilot scheme to see if it can "bring equity to the household waste management system with respect to charges". Pay By Volume involves waste charges being levied on the volume of waste presented and can result in bins being presented for collection less often. The number of times each bin is presented for collection during the pilot scheme will be recorded electronically. Customers will continue to pay the flat charge for 2005 but will be credited in 2006 for reduced presentations of bins during the pilot phase. It is proposed that customers will be credited as follows; 6 discount every time a grey bin is not presented, 2 discount every time a green bin is not presented, 2 discount every time a brown bin is not presented. Savings will be credited to the customers' accounts in 2006. The pilot scheme will help identify any difficulties that may be associated with the introduction of the scheme throughout the city, and provide data that will help work out the ultimate pricing of the scheme. The council recently carried out a survey which found there was compliance in 95 per cent of cases but items which can be recycled occasionally end up in the grey bin. The council l hope the pilot scheme will focus minds even further on diverting all possible waste away from landfill. "It will be significantly cheaper," the report says, "to present green and brown waste".
