F o u n d e d b y t h e first I n t e r - p a r t y G o v e r n m e n t , its m o d e s t s u c c e s s e s i n t h e ' 5 0 ' s g r e w i n t o a full e c o n o m i c b o o m t h r o u g h t h e L e m a s s years o f t h e ' 6 0 ' s , right i n t o t h e 1970's. E v e n w h e n t h i n g s g o t t o u g h i n t e r n a t i o n a l l y , i n t h e t h e m i d - 1 9 7 0 ' s , t h e I . D . A . m a i n t a i n e d a c r e d i b l e r e c o r d , w h i c h is reflected at its m o s t b a s i c l e v e l b y a rising I r i s h p o p u l a t i o n o n a s c a l e n e v e r e x p e r i e n c e d s i n c e the Famine. N o t only that, but t h e record o f t h e I . D . A . in reversing t h e regional imbalance w i t h i n t h e c o u n t r y h a s b e e n i m p r e s s i v e . D u b l i n is still t o o b i g a n d still attracts t o o m u c h o f t h e t a l e n t a n d t h e o p p o r t u n i t i e s f r o m t h e rest o f t h e c o u n t r y . B u t m o s t o f t h e i m b a l a n c e is i n G o v e r n m e n t a n d a d m i n i s t r a t i v e circles. I n s t r i c t i n d u s t r i a l t e r m s , t h e s p r e a d o f n e w o p p o r t u n i t i e s h a s b e e n m u c h b e t t e r as w e i n G a l w a y a n d t h e W e s t appreciate. O f course there have been problems, disappointments and a number of costly failures. T h i s is t h e s t u f f o f industrial d e v e l o p m e n t . B u t b y a n d large t h e r e c o r d o f t h e I . D . A . h a s b e e n o n e o f s u c c e s s right t h r o u g h o u t t h e past g e n e r a t i o n . T h e y h a v e s u c c e e d e d i n e x p a n d i n g o u r industrial o p p o r t u n i t i e s , e m p l o y m e n t p r o s p e c t s , r e g i o n a l g r o w t h p r o s p e c t s a n d e x p o r t records all a l o n g t h e line a n d e v e r y c r e d i t is d u e t o t h e m , particularly i n t h e light o f t h e p e s s i m i s m that g r i p s o t h e r p u b l i c s e c t o r b o d i e s a n d t h e c o n t i n u i n g p r o b l e m s o f b a d p l a n n i n g a n d infrastructural neglect. I t is p o s s i b l e t o a r g u e o f c o u r s e that i n its p l a n s t h e I . D . A . h a s u s u a l l y t a k e n t h e o p t i o n o f attracting international b u s i n e s s p e o p l e b y p a y i n g a pretty h i g h price i n t a x - p a y e r s ' m o n e y rather t h a n c o n c e n t r a t i n g o n t h e d e v e l o p m e n t o f n a t i v e b u s i n e s s e s . T h i s s u g g e s t i o n is n o t as valid t o d a y as it w a s i n t h e p a s t , a n d w h i l e a c a d e m i c e c o n o m i s t s m a y try t o s h o w t h e rake-off w h i c h certain m u l t i - n a t i o n a l s h a v e h a d at o u r e x p e n s e , it is m u c h m o r e difficult t o s h o w w h a t alternatives t h e r e w e r e a n d are. I r i s h b u s i n e s s e s h a v e n o t b e e n particularly e n t e r p r i s i n g or b r a v e i n risking their n e c k s i n n e w v e n t u r e s . T h o s e w h o h a v e , usually g o t e v e r y assistance. A g a i n , it is true that t h e greater part o f I . D . A . s u c c e s s w a s c o n n e c t e d w i t h t h e structural c h a n g e s i n t h e I r i s h e c o n o m y that w e n t w i t h A n g l o - I r i s h F r e e T r a d e , p r e p a r a t i o n for a n d finally m e m b e r s h i p o f an e n l a r g e d E E C . T h e s e w e r e all s t e p s that politically c o n s i s t e d o f soft o p t i o n s if b y that y o u m e a n , a l l o w i n g o u r s e l v e s t o b e c o m e t h e l a u n c h i n g - p a d for Japan a n d A m e r i c a in t h e E u r o p e a n market. T h i s has h a p p e n e d t o a c o n s i d e r a b l e d e g r e e a n d t h e I . D . A . h a s s u c c e e d e d i n attracting a large n u m b e r o f t h e t o p m u l t i - n a t i o n a l n a m e s t o o u r s h o r e s w h i l e at t h e s a m e t i m e s p o t t i n g m o s t o f t h e disasters that w e h a v e s e e n o n o c c a s i o n a n d that are m o r e c o m m o n i n o t h e r E E C states t h a n w e usually a d m i t . B u t there is a political price t o pay for all t h i s , i n c l u d i n g a gradual h a n d i n g o v e r o f a considerably large p o r t i o n o f o u r industrial s e c t o r t o d e c i s i o n - m a k e r s far r e m o v e d from o u r shores. T h i s n o t o n l y reduces e c o n o m i c i n d e p e n d e n c e o f m o v e m e n t in s o m e senses b u t it also b r e e d s p o s s i b l e o p p o r t u n i t i e s for greater pressure t o be b r o u g h t o n o u r G o v e r n m e n t ' s i n d e p e n d e n t a c t i o n i n i n t e r n a t i o n a l affairs. B u t m o s t o f all t h e p o l i c y t o date has lead t o a n i m b a l a n c e in t h e " m i x " o f industrial activity w h i c h if p e r s i s t e d w i t h , c o u l d l e a d t o a s e r i o u s l y d e p e n d e n t position vis a vis s o m e o f o u r stronger t r a d i n g a n d industrial n e i g h b o u r s . T h a t is w h y w e w e l c o m e t h e criticism o f t h e latest A m e r i c a n c o n s u l t a n t s r e p o r t p o i n t i n g t o s o m e o f t h e s e pitfalls a n d also t o t h e w a r n i n g s w h i c h t h e I . D . A . itself have b e e n g i v i n g in recent years a b o u t g e t t i n g o u r strategy right. B u t t h e p o i n t n e e d s t o b e m a d e very clearly that t h e o p t i o n s o p e n t o u s a n d t h e initiation o f c h a n g e s i n t h e strategy are basically matters for G o v e r n m e n t . F o r t o o l o n g a p e r i o d t h e politicians h a v e s i m p l y b e e n h a p p y t o v o t e m o n e y for t h e I . D . A . a n d ask t o o f e w q u e s t i o n s as l o n g as t h e y s e e m e d t o deliver t h e g o o d s . W e d o not w a n t politicians t o g e t i n v o l v e d in asking all sorts o f m i n o r q u e s t i o n s n o w as t h i s o n l y leads t o petty politics. B u t t h e politicians m u s t spell o u t t h e industrial brief for t h e I . D . A . in t h e ' 8 0 ' s . T h i s t h e y h a v e n o t d o n e . I t is t i m e t h e y d i d s o .

Windows and Doors showroom in Galway were from left to right: Mr. Frank Flynn, Chief Executive Officer, Udaras na Gaeltachta, Barbara McGovern and John McGovern. On display in the showroom, Kiltartan House, Forster Street, is a vast range of P. V.C. window and door designs, various types of single and double glazing, storm doors, and Georgian style windows. Showroom hours are 9 a.m. to 5.30 p.m., Monday to Friday.
